County board retains its officers

Chairman Randall Crocker, vice chairman Danny Melvin and finance committee chairwoman Linda Clark were reelected Monday during a special meeting of the Franklin County Board.

Crocker said the positions are two-year terms. Melvin commended board members, saying he appreciated working with everyone.

“I hope we have a productive two years,” Melvin said.

During the organizational meeting, county treasurer John Gulley reported $1,330,272.11 in the common account as of 4 p.m. Monday. He said county claims total $150,003.53.

Gulley also requested that money collected from the sale of rabies vaccination tags be added to the Franklin County Animal Control building fund.

“The building fund is about $77,000 in the red,” Gulley said. “The county collects $6 from rabies vaccination tags that is put into a special account. The money could be transferred to help with operations or the building fund. In the past years, the fund has developed a $25,000 balance.”

Board member Jim McPhail said county veterinarians charge a fee for rabies vaccinations and add the money to county coffers. Members agreed the transfer would benefit the animal control building fund.

Crocker said the county had received $111,000 from the insurance company after the animal control facility burned on Nov. 19, 2007.

“We are still working to collect money from the faulty furnace that is believed to have started the fire,” he said. “We are still working to get money from the furnace manufacturer.”

Crocker said the former building was under-insured by $20,000, adding that new changes in building codes are used to determine more accurate insurance coverage for the new building and its contents.

Gulley reported the state is lagging behind in payments to the Juvenile Detention Center.

“The last reimbursement we received from the state was in March,” he said. “The detention center is about a half-million behind in reimbursements from the state. I am asking that everyone keep that in mind. The cash flow from the state is slowing down and it could get slower.”

Gulley said if the detention center receives the half-million dollar reimbursement, it would “break even.”

In other business, member Ken Hungate said he had received a request for a vehicle.

“If more police cars are purchased for the sheriff’s department, I have received a request from coroner Marty Leffler that he would also like a vehicle,” he said.

Ryan Buckingham, director of Franklin County Emergency Management Agency, reported the receipt of two grants.

“We have received two federal grants for equipment,” he said. “One is a $15,000 grant for the purchase of laptop computers and a repeater for the office communication equipment. The money will be reimbursed from the Homeland Security Task Force. The other grant is for $28,000 for equipment only and will be received in February 2009.”
