    Through the Freedom of Information I obtained from the city a portion of the state statute which states the city council has the authority to appoint the civic center authority board.
    I was curious if there was more to this statute and I found the civic center board should have been providing the mayor and the Franklin County clerk with a printed and complete detailed financial statement of its operations, its assets and liabilities, and it shall be printed for distribution to persons interested, upon request.
    When Commissioner Webster, on March 8, presented the city council with financial documents from the civic center board, and I had entered my request on Feb. 26, and was asked to give the city an extra five days, it leads me to believe, at the time of my request, they did not have the documents in hand.
    I received my copies on March 12. There is a projected civic center budget with no dates so you do not know which year or if it is a calendar or fiscal year. Space restrictions will not allow me to publish the entire budget but under income:
    $20,000 rentals (based on previous 3 years)
    $110,000 1/4% sales tax
    $4,000 Christmas craft fair
    Expenses:
    $31,200 salary General Manager
    $20,800 salary janitorial service manager
    $10,400 based on 20 hr week office assistant, secretary
    Ask for your copy as you are paying extra sales tax for the Benton Civic Center.
